Minimum Qualifications
Bachelor's degree in Emergency Management, Public Administration, Epidemiology, Public Health, or other field related to the position's program responsibility area.
One year of work experience related to the position's duties.
Additional work experience related to the position's duties may substitute for up to two years of the education requirement on a year for year basis. A master's degree in a field related to the position's program responsibility area may substitute for the work experience requirement.
Must have excellent written, verbal, and interpersonal communication skills.
Requires basic computer literacy.
Preferred Qualifications
_Master's degree in Emergency Management or related field._
_Specialized knowledge of theory and practices related to emergency management and preparedness as they relate to agriculture._
_Certifications of (FEMA) NIMS ICS 100, 200, 300, 400, 700, 800_
_Knowledge and understanding of the National Incident Management System or Incident Command System and the four phases of Emergency Management._
_Work experience conducting safety training._
_Experience with Microsoft Office (Word, Excel, Access, Outlook, and PowerPoint).___

Summary of Work
Plan, implement, and evaluate strategic emergency management plans.
Plan, implement, and evaluate emergency preparedness exercises and drills to test response to a variety of crisis situations.
Design and administer emergency/disaster preparedness training courses that teach department personnel how to effectively respond to major emergencies and disasters.
Collaborate with local, state, and federal agencies in order to prepare and analyze damage assessments following disasters and emergencies.
Keep informed of federal, state, and local regulations affecting emergency management plans, and ensure that department plans adhere to these regulations.
Inspect department facilities and equipment in order to determine their operational and functional capabilities in emergency situations.
Develop and maintain liaisons with federal, state, and local government agencies in order to facilitate emergency plan development, response effort coordination, and exchanges of personnel and equipment.
Serve as NDDA's react officer and represent NDDA in an operational capacity anywhere in North Dakota in times of emergency and disaster.
Direct emergency response efforts and teams, provide on-site investigations, and be available for duty during other than normal working hours.
Develop After Action Reports.
Develop, conduct, and participate in training and education on risk management, loss control, and general safety issues.
This position may require irregular work hours, overnight travel, and may be required to work on-call in an emergency. This position may be required to climb or balance; reach with hands and arms; sit; stand; stoop, kneel, or crouch; talk and hear; smell; use hands to finger, handle, or feel. This position occasionally works in an outdoor environment with exposure to weather-related heat and cold, rain, wind, and related elements. This position may occasionally be required to lift/move up to 50 pounds. This position requires a valid driver's license and must maintain eligibility to drive.
