Minimum Qualifications
Requires a Juris Doctorate degree, licensure to practice law in North Dakota, and four years of work experience as an attorney that includes administration or management experience or experience in the practice of law directly related to the agency programs or operations. Candidates must be eligible for appointment as a Special Assistant Attorney General.
If unable to find qualified candidates at the Attorney III level, the agency will consider underfilling the position as an Attorney II, which requires a Juris Doctorate degree and licensure to practice law in North Dakota and two years of work experience as an attorney and eligibility for appointment as a Special Assistant Attorney General.
Preferred Qualifications
Legal work
Experience:
In a regulatory environment.
Representing clients in administrative or judicial proceedings.
Drafting letters, memos, complaints, notices, orders, briefs, and settlement documents.
Examining witnesses and preparing and delivering oral arguments at hearings.
Working with case administration.
Drafting administrative rules, proposed legislation, and rule and bill testimony.
Presenting information or testimony at public meetings or judicial/legislative hearings to provide and explain legal and policy information.
Serving as hearing officer in issues involving legal disputes before an agency or between the agency and persons or parties who are subject to the jurisdiction of the agency.
Directing the work activitieis of subordinate legal staff to facilitate the attainment of work goals and ensure the consistent application of administrative policies, procedures, standards, and legal requirements.
Expertise in utility and environmental regulatory issues:
Work experience with North Dakota regulated gas, electric, and telecommunications utility operations, generation or transmission fcility siting, grain warehouses, or coal mining and reclamation.
Expertise in legal issues specific to the process and administration of state government, including open records and meetings, due process and procedures, or public sector procurement, finance, budgeting, and human resource management.
Work experience using Microsoft Outlook, Word, Excell, and PowerPoint.

Summary of Work
Position provides legal services to the Public Service Commission and all of its divisions and programs.
Legal services include legal research, analysis and advice, representing advocacy staff and advising the Commission in administrative proceedings, representing the Commission in civil proceedings, case administration, advising and assisting in handling inquiries from the public, regulated industry, members of the Legislature and other stakeholders regarding the interpretation of relevant statutes and regulations, assisting with drafting administrative rules, proposed legislation, rule and bill testimony and other rule and bill documents, investigating or assisting in the investigation of alleged or potential violations of applicable laws and rules.
Knowledge and experience in Open Records and Open Meetings laws.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
