Minimum Qualifications
Requires a Bachelor's degree and three years of professional work experience in emergency management, chemical science, fire science, homeland security, law enforcement or operational planning. Must possess or be able to obtain and maintain hazardous material technician level certification. Ability to supervise staff and oversee the State's Hazardous Chemical Preparedness and Response Program. Successful completion of the interview process, reference checks and background investigation is required.
If we are unable to fill this position at a Emergency Program Specialist III level, we will consider underfilling the position as an Emergency Program Specialist II.

Summary of Work
This position provides administrative support for emergency and disaster response for the Department of Emergency Services under the Office of Adjutant General. This is a staff position in the Operations and Planning Section of the NDDES Division of Homeland Security. Duties for the position are as follows:
Serve as a technical expert to State Emergency Operations Center (SEOC) staff and local jurisdictions.
Provide technical support regarding storage, handling, use, disposal, mitigation and cleanup of hazardous materials.
Coordinate agency activities and policies/procedures with other local, state and federal agencies to maintain compatability and efficiency by analyzing and interpreting laws, rules and regulations.
Maintain current knowledge of applicable codes, laws, regulations and practices related to the hazardous materials.
Provide technical interpretation of rules, regulations, laws and guidance documents to stakeholders.
Evaluate and determine necessary mitigation measures for hazardous materials incidents.
Interpret hazmat-related information (reports, plume modeling, air monitoring analysis, MSDS, manifests, etc).
Ensure hazmat incidents reports received by the SEOC are handled in a prompt and effective manner.
Review hazmat-related incident reports to determine appropriate actions necessary; to include notifications, follow-up, etc.
Provide local responders recommendations to ensure the proper handling of hazmat incidents.
Coordinate requests for, and activation of, regional hazmat teams, as appropriate.
Coordinate with appropriate agencies to identify ways to improve communications, sharing of information and streamline reporting and notification protocols.
Coordinate with the Logistics Section to identify hazmat-related resources and capabilities that can be leveraged in response to an incident.
Supervise staff and oversee the State's Hazardous Chemical Preparedness and Response Program.
Participate in State Emergency Response Commission (SERC) and Regional Response Team (RRT) meetings.
Assist with development of hazmat-related operations guidance, enhancements to the State Emergency Operations Plan (SEOP) and associated resource library.
Conduct presentations and briefings as required.
Support Operations and Planning Section requirements as directed by the Operations and Planning Section Chief.
Serve as a 24/7 operations officer on a rotating basis to coordinate assistance in response to emergencies and disasters and assist with operations.
Ability to travel both in-state and out-of-state.
Maintain a valid driver's license and appropriate driving record.
Ability for emergency response outside of normal business hours.
Basic computer skills to include Microsoft Office products.
Perform additional duties as required or assigned.
