Minimum Qualifications
Requires a combination of college level coursework in computer science or computer information systems plus work experience in the design, development, and maintenance of computer programs in computer programming language(s) pertinent to the position to be filled totaling eight years. Or a combination of college level coursework in another field plus work experience as described for a total of ten years. At least two years of the work experience must have included working as a project manager or team leader.
Requires demonstrated knowledge of client server environments, programming languages and database management systems (examples: ORACLE and SQL). Position requires a demonstrated knowledge of business analysis, system development and project management techniques.
Preference will be given to those with demonstrated skills in .NET development and Crystal Report writing.

Summary of Work
Serve as Information Technology Manager of the systems which support the Drivers License and Motor Vehicle Divisions: Supervision of DL, MV and Safety Teams Business Analysts. Conduct employee interviewing, hiring, quarterly performance evaluations, disciplinary action and dismissal if appropriate. Ensure staffing needs are appropriate for the workload. Analyze large, complex business problems and develop technology solutions. Measure the urgency of the stated problem and prepare a high level cost estimate. Identify business problems and assign appropriate technical staff to complete the solution. Review, confirm and expand upon the business system objectives that were previously identified. Monitor staff assignments to insure that issues are completed in a timely manner. Ensure staff has appropriate resources and training to complete projects successfully. Develop and monitor the IT budget requirements for the supported divisions. Work with outside contractors to insure that leased or purchased systems meet the business requirements the systems were obtained to meet. Supervision of contractor staff where applicable. Approximately 45 percent of the time will be spent on this duty.
Large Project Management, Oversight and Contract Development: Serve as Project Manager for large projects. Prepare large project oversight reports. Manage project resources, budget and schedules. Develop request for proposals (RFPs), scoring matrix, and contract negotiations. Contract development and monitoring. Approximately 25 percent of the time will be spent on this duty.
Ensure existing systems are maintained and enhanced when applicable: Team analysis of current systems to ensure efficiency and recommend changes where appropriate. Assign staff to correct program errors and complete system maintenance and enhancements requested by the users. Provide users with options to solve a business problem or implement a system enhancement in conjunction with staff. Provide system information and support to other governmental agencies and the public for these systems. Ensure that division records are compatible and accurate with other system interfaces. Ensure system and computer programs are documented and maintained. Monitor work assignments of staff to ensure they are using appropriate resources and tools. Working knowledge of Federal and Jurisdictional laws and regulations affecting systems. Approximately 20 percent of the time will be spent on this duty.
Development of the supported divisions' Strategic Information Technology Plan and Information Technology Budget: Assist the divisions to outline information technology (IT) needs, priorities and directions. Research IT needs and report back to divisions the results for inclusion into the IT plan. Analyze and review business needs for the future use of IT. Make recommendations for IT projects to be included in the plan. Serve as a resource to the supported divisions for IT planning. Budget planning and development for the supported divisions IT requirements. Approximately 5 percent of the time will be spent on this duty.
Information Technology (IT) training on specialized equipment and processes not used elsewhere in ND government: Identify training needs for the divisions. Develop and provide training on IT topics. Coordinate the training needs and solutions and the departments IT training coordinator. Research and provide recommendations for training. Approximately 5 percent of the time will be spent on this duty.
