NORTH DAKOTA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in theNational Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Assume duties as the Unified Communication Coordinator for the NDNG. Primary duties will include:
1. Coordination and execution of the NDNG video teleconferencing (VTC) program (hardware and software; network connectivity; troubleshooting; customer service, etc.)
2. Administration, management and execution of multiple unified communications software applications (Scopia, DCO, Adobe Connect or similar solutions.)
3. Administration, management and execution of mobile communications hardware and software (cell phones, tablets, smart phones, etc.)
The incumbent will be required to assist and interact with all levels of NDNG military and civilian customers, to include: senior-level staff; middle managers; supervisors; and end users. Personal integrity, professionalism, flexibility and willingness to work outside of a structured work environment are essential to the success of this position.
Collaboration software applications and hardware are the key tools of this position. A customer will recognize they need to collaborate online with subordinates, peers and superiors but will rely on the incumbent to advise and direct them on the most effective, efficient and customer-friendly means to accomplish that communication.
Assist customers by providing individual or group instruction on the familiarization and execution of collaboration solutions. This may include solving issues will little or no advanced notice by telephone, text, email, or remote video communication.Document and track device and system usage, and customer desires, in support of current missions and future enhancements.
Maintain acute awareness and fluency with current and emerging collaboration solutions in an effort to stay on the leading edge of government and industry standards and trends.
Perform a variety of collaboration device configuration and connectivity tasks. Executes procedures and coordinates corrective action to optimize collaboration performance.Reviews and evaluates proposed collaboration solutions. Provides input to briefings and presentations on the complexities of the collaboration solutions. These briefings provide the basis for long-range decisions and planning relating to I.T. project management.
Work with multiple CIO individuals and sections in resolving critical problems, participate in problem management, and escalate problems as necessary.Use software tools to maintain and update collaboration devices, and execute VTCs and/or collaboration sessions. Evaluate and monitor the configuration and performance of collaboration equipment such as mobile devices, workstations and multi-point control units (MCUs).
Implements procedures to ensure accurate property accountability and records of authorized users of distributed hardware and software are maintained.
Develops and implements the standard operating procedures for all collaboration solutions and devices on the network.
GENERAL
Experience: Experience, education, or training which demonstrates a basic knowledge of voice, video and data online collaboration functions and general management principles that function as a technical specialist of unified communication solutions and their integration in the network.
SPECIALIZED
Experience: Must indicate 24 months (GS-09) or 36 months (GS-11) of the required

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
EDUCATION SUBSTITUTION: At the GS-9 level, a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

##### Military Technicians in the excepted service will wear the military uniform appropriate to their service and grade when performing as a technician. They will comply with the appearance and weight standards contained in the appropriate regulation.
##### VETERANS PREFERENCE: The National Guard Technician Act of 1968 (PL 90-486) specifically excludes use of veterans preference for appointments made under the authority of 32 USC 709. All appointments in the NDNG are made under Title 32 USC; therefore, Veterans Preference is not applicable.
##### Individual recommended for the position will not be approved for appointment until the appropriate physical examination is completed and approved. The results of the physical may be shared with the individual's military chain of command.
##### Individual selected for the position will be required to obtain a secret security clearance.
##### PERMANENT CHANGE OF STATION (PCS) expenses will not be authorized for this position.

Acceptance of a Permanent or Indefinite Appointment with the NDNG will terminate enrollment in the Tri-Care Reserve Select Health Benefits program. Federal Law does not permit employee who are eligible for Federal Employee Health Insurance to carry Tri-Care Reserve health insurance.
