Creates detailed electrical designs and drawings (or reviews the designs of others) for transmission line equipment repairs, replacements and additions or reviews the designs of others.
Develops budget estimates, schedules and project initiation documents. Performs aspects of project management, including consulting with internal maintenance forces, contractors and outside agencies. Plans, schedules resources and procures material to ensure proper execution.
Responsible for the overall testing, commissioning, and documentation of assigned power system upgrades and equipment replacement projects. As-builts and archives drawings as necessary. Adapts existing procedures to resolve unique field situations or develops new procedures where none exist.
Acts as technical representative during commission and energization of new equipment or changeover from existing to replacement or additional control and relaying schemes. Provides technical advice and assistance to inspectors in the coordination of contractor's work with dispatching personnel for stage construction in energized substations to insure safety of personnel and equipment.
Supports field maintenance activities by developing testing and trouble-shooting procedures, personally providing support to craftsmen on complex technical activities, and evaluating and documenting test results.
Provides engineering support and coordinates with Regional engineering resources on repairs, replacements, and additions to the communication systems.
Other duties as assigned. For this position, education cannot be substituted for experience to qualify at the GS-12.
To qualify at the GS-11, you may substitute experience with education if you hold a qualifying doctoral degree.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
To qualify for the GS-12: Professional engineering field experience within a transmission line construction and/or maintenance setting (voltages equal to or greater than 69kV). That experience could be attained by working with an electrical utility company or a consulting engineering firm for a utility or utilities.
To qualify for the GS-11: work experience as an electrical engineer performing duties related to maintenance of an electrical power control system, including field experience in electrical substation protection and control systems. You may also qualify for the GS-11 based on your education, or an equivalent combination of education and experience. (see link to Qualification Requirements above).
ADDITIONAL QUALIFICATIONS REQUIREMENTS

Professional knowledge of, and skill in applying, advanced power system electrical engineering theory and practices used in the design, modification and additions to facilities.
Ability to interpret and apply NERC, FERC, WECC/MRO Reliability Standards.
Knowledge of the interrelationships of design construction and operation of facilities and their associated planning, design maintenance, repair and construction activities.
Knowledge of high voltage equipment diagnostic testing and maintenance techniques.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
