Job Description
The AssistantRTO Market Consultant is a temporary position that will last approximately six months. This position plans and coordinates the monitoring, advocating, and information dissemination of the RTO type energy and transmission market developments impacting Basin Electric and the Membership. The incumbent assists in the networking and the development of effective working relationships with regulatory bodies, other utilities, Members, RTOs, BEPC, consultants and their respective staff in the implementation of Basin Electric's business strategies and objectives. The incumbent mentors and introduces less experienced employees to RTO goverance and stake holder processes; assists in providing regular reports and presentations affecting BEPC and the Membership; and assists with BEPC's SPP and MISO member registration and on-going registration issues.
Required Skills
This position requires continuous sitting, reaching, and use of keyboard/computer; frequent lifting up to 10 pounds; and occasional standing, walking, bending, reaching, climbing, and lifting up to 50 pounds. Requires finger dexterity and must be able to analyze data and reports and conduct research. Must travel by plane or operate a motor vehicle. Uses computer and other office equipment.
Required Experience
Required: Bachelor s Degree in Engineering/Business Administration/Political Science or related field and ten years of electric utility and RTO Committee representation experience. Professional Engineer credentials and knowledge of State/Federal utility regulations, RTO energy market structures, OASIS tariffs and congestion management, and economic theory. Report writing; excellent oral and written communication skills; computer skills with proficiency in Word, Excel, Outlook, and PowerPoint. Teamwork and tolerance of ambiguity, commitment to task and fifty percent travel by plane.
Preferred: Ability to perform multiple tasks, work in a team environment, effectively use win-win negotiating techniques and work in a diverse work environment is preferred along with Powerpoint presentation skills.
